Beijing to Double Bicycles for Rent

Beijing will nearly double its number of bicycles for rent, to 25,000 this year, with plans to add more, in an attempt to cut air pollution and traffic congestion in the city.

With private automobile ownership estimated to exceed 6 million by the end of 2016, Beijing is encouraging a higher use of two-wheeled transport to weaken, if not reverse, the dominance of automobiles in the capital, one cause of severe air pollution in many first-tier cities.

The public rental bicycle project that started in 2011 in Beijing has proved popular, with initial success seeing many of the public taking to bicycles during its two-year trial period.

"The rental service as a public welfare project has to some extent encouraged the use of public transportation in the city so far," said Zhu Haiyan, an employee of the Beijing Commission of Transport.

Like many other city dwellers, Lu Xingchi used to spend two hours daily commuting between his home and office.

What troubled him most was not the crowds and congestion he encountered each day on the subway, but the extra 2 kilometers between his home and the nearest subway station.

"It takes as much time to walk the 2 km as the 13 km riding the underground," said the 27-year-old software engineer.

The time Lu spends commuting has been cut by almost by a third with the greater allocation of public bicycles throughout the city, with one bicycle rental station in the community where Lu lives, in Chaoyang district. "Now I ride a rental bike from my community to Liangmaqiao subway station, where I return the bike and take the subway," Lu said. "You can return the bike right away and don't need to worry it will be stolen."

As more public rental bicycle stations are set up throughout the city, Lu said his family sometimes rents a bicycle for grocery shopping as well. As long as he returns the bike within an hour, the use is free of charge.

The commission said the bikes are free to rent for the first hour, then are charged at 1 yuan (16 cents) for each additional hour. The maximum expense for a full day is no more than 10 yuan but people can only rent a bike for a maximum of three days each time.

People with an ID card or passport can register at designated places and deposit 200 yuan to allow them to use their regular transport card to access the service.

More than 20,000 residents of the capital have subscribed to the service, amounting to more than 36,000 individual rides each week, a weekly increase of 7 percent.

In Chaoyang district, the rental service has been well received, said Mu Liang, manager of GlobalNet Communication Technology Beijing, the operator of the service in the district.

Nearly 12,000 local residents subscribe to the rental service and the district recorded more than 920,000 individual bike rentals since last June, Mu said.

The commission will double the more than 14,000 public bicycles currently dotted around the city by the end of this year and vows to supply riders with a total of 50,000 bicycles and 1,000 service stations covering major urban centers, transportation hubs and commercial areas by the end of 2015.

Making the service pay

The program is operated by businesses but funded by the government with policy support.

The service was first initiated by private businesses, which failed to cover their costs due to meager profits and heavy expenses. Lacking policy support, the private businesses soon either abandoned the service or declared bankruptcy.

"The embarrassment was mainly due to a lack of support from the government for the bike renting system, as the rent alone hardly supports the operation," said an official from the commission on condition of anonymity.

"The government investment is the major reason the bikes are here for rent today," he said.

The commission told China Daily the government will continue investing in the service, which is labeled a public benefit project, and is not considering introducing a business model for the program at present.

Still, experts warn the project has obstacles to tackle, such as improving management and layout planning.

Jiang Zhongguang, a professor of urban planning at the Beijing University of Civil Engineering and Architecture, said as the service grows in size, scientific operation and management is key to benefit the public.

"To make full use of the government funds and allocate the investment where it's most needed, the government should consider adopting a business model, including introducing advertising on the bikes and parking lots," he said.

Hangzhou and Wuhan have introduced advertising to their bike rental service, which has greatly reduced government input.

According to Friends of Nature, an environmental protection NGO based in Beijing, advertising could cover half of the operating cost of the public bicycle renting system in Hangzhou.

"Only with delicate management and scientific policies would the idea get boosted in the long term," Jiang said.

Eventually, the government should retreat from the service when it's running a healthy business model on its own, he said.

To make the program sustainable, Jiang said the city should also clear lanes for bike riders and do more research before choosing where to set up stations.

Freeing Slow lanes
Transport authorities are planning a range of improvements to slow lanes on the capital's roads, a move aimed at encouraging the use of bicycles.

Beijing Commission of Transport and the city's traffic management bureau said on Tuesday that improvements made this year will be near subway lines 4, 5 and 6 and at crossroads along the second and third ring roads.

Car parking spaces along the right-hand side of the slow lane will be moved to the left, so that cyclists won't find the lane blocked by cars cutting across it to access parking spaces, Beijing Daily reported.

Meanwhile, structures such as bus stations and telegraph poles that interrupt the flow of traffic will be removed.

With these efforts, the municipal transport authority aims to raise the number of journeys by bicycle to 23 percent by 2015, up from the current rate of less than 20 percent.

Beijing, once dubbed the"Bicycle Kingdom", has witnessed a sharp drop in the use of bikes in recent years. The rate stood at 62.7 percent in the 1980s, according to official statistics.

Research by the transport commission last year showed that among the city's 361 key roads, nearly 300 have lanes for bicycles and pedestrians, but many of them have design defects and fail to serve their function properly.

Many residents said they had bad experiences while using slow lanes. For example, bike lanes were often occupied by motor vehicles, or blocked by a bus station.

預告修正「交通工具空氣污染物排放標準」

加嚴車輛廢氣排放標準來改善空氣品質及維護國民健康,是環保署責無旁貸的職責,有鑑於歐盟已於今年3月發布新的機車污染排放標準,參考該標準,環保署已研議我國機車廢氣排放第六期及第七期標準草案,預訂自民國106年及110年實施,以進一步改善機車廢氣污染排放問題。 

        環保署表示,本次研擬的機車第六期及第七期廢氣排放標準,其各項污染物標準值、測試方法、耐久里程及車上診斷系統(On Board Diagnostics,簡稱OBD)等相關規定,均比照歐盟發布的標準,並考量國內車廠生產準備及建置檢測能力所需時間,實施日期較歐盟晚1年。另配合國內需求,增加要求銷售量達1萬輛以上的車廠,必須有一定比例的引擎族(六期20%、7期50%)符合惰轉排放標準CO=0%、HC=0ppm的規定,廠商可以透過電動車、油電混合車及增加怠速熄火裝置等來達到該要求。 

        環保署強調,國內機車數量龐大,是國人最常使用的交通工具,也是空氣污染的主要來源之一,因此除實施機車排氣定期檢驗、進行路邊攔檢及鼓勵淘汰老舊機車等管制措施外,逐期加嚴新車廢氣排放標準有其必要性,希望民眾一起來支持。 

        該交通工具空氣污染物排放標準第二條、第六條及第七條修正草案現正公告於環保署網站(http://ivy5.epa.gov.tw/epalaw/index.aspx)「法規命令草案預告區」網頁,民眾可逕自上網參閱,希望大家共同來關心空氣污染改善議題,為環境永續發展盡一份心力。對於公告內容有任何意見或修正建議者,請於本公告刊登公告之日起14日內陳述意見(傳真號碼:02-2371-1394、電子郵件:ouyh@epa.gov.tw)。後續將辦理修正草案公聽及研商會聽取各界意見,並儘速修正發布以使車廠研發對應順利進行。

    Apps available to check on air quality in Malaysia
    PETALING JAYA - Want to know how bad the haze is in your area on your smartphone?
    A Malaysian-made Android application can help you decide whether or not to go outside or send your kids to school.
    Entitled PSI Malaysia - Haze, the app compiles data from the Natural Resources and Environment Ministry website and provides mobile updates on Malaysia's Pollutant Standards Index (PSI).
    Areas are clearly displayed along PSI levels: in Blue, Green, Yellow, Orange or Red, or according to their indicator stages.
    Users can sort through different parts of Malaysia according to their respective PSI levels, states or even the nearest location to you.
    They can also click on locations in the app for specific tips on how to handle the haze in these areas.
    For example, the "Very Unhealthy" regions will tell you "to avoid all outdoor activity or to wear a mask if it's unavoidable".
    The apps can be downloaded for free from Google's Play Store and is about 1MB in size.
    At the moment, Apple devices do not have a Malaysia-specific air quality app yet.
    Meanwhile, the Department of Environment (DOE) will also be providing hourly Air Pollutant Index (API) readings.
    The data will be made available ministry and DOE websites soon.
    Another app named Asia Air Quality on Google Play Store allows Android users to flip through more than 2,000 locations throughout Asia.
    The app, which is also free, can be installed as a widget on a smartphone's home screen, and sends updates for cities in Mainland China, Hong Kong, Taiwan, Singapore, Vietnam, India, Malaysia, Thailand, South Korea and Japan.
    Asia Air Quality also allows a user to see readings from a Google Maps point of view.

    Shanghai will start issuing PM2.5 forecasts later this year, initially offering 24-hour predictions before going to 48-hour forecasts, Zhang Quan, director of the Shanghai Environmental Protection Bureau, said yesterday.
    PM2.5 refers to airborne particles smaller than 2.5 micrometers in diameter. They are the main cause of urban smog and are harmful to human health.
    Only 59 days, or 65 percent, in the first quarter this year were not polluted. Air quality in January was the lowest since Shanghai introduced PM2.5 air quality monitoring, mainly due to smog and haze that smothered a large part of China.
    The city recorded 10 heavy pollution days in the first quarter, according to the bureau.
    "PM2.5 forecasts are not easy and we need time to improve our accuracy through long-term studies and close cooperation with the Shanghai Meteorological Bureau," Zhang said.
    The PM2.5 forecasts will be used by the government to study how to reduce PM2.5 pollution.
    The central government is considering amending industry, energy and transportation laws to reduce pollution and punish violators more severely.
    "Shanghai will also enact measures to cut PM2.5 emissions, including adopting the National Emission Standard V, equivalent to the Euro V standard, for new cars this year and stepping up control of vehicles with high emissions," Zhang said.
    Wang Wenhua, a professor from Shanghai Jiao Tong University's school of environmental science and engineering, said Shanghai uses a huge amount of energy and resources every day and urged the government to speed up the introduction of clean energy sources and establish a complete system for improving the environment.
    The central government is also considering charging an emissions tax on factories, Zhang said.
    "Domestic lawmakers and political consultants, including officials like me, are calling for the government to introduce an emission tax and scrap the current emission fee since a tax is more legal, powerful and effective," he said. "The central government is stepping up studies and I believe trials will be introduced soon. The Yangtze River Delta, especially a city like Shanghai, should be involved in the trials."

    NEW DELHI: To prevent serious injury from being caused to environment and humans,national green tribunal (NGT) on Wednesday banned burning of plastics, tyres, wires or any such materials in the scrap market of Mayapurihere.

    A bench headed by NGT chairperson Justice Swatanter Kumar also directed that no one inthe scrap market will store any e-waste or other materials, which is likely to generate radioactivity and pose hazard to life and environment.

    It also directed Delhi Police commissioner to ensure that the order is carried out without demur and delay.

    "We hereby prohibit any person in any manner whatsoever from burning plastics, tyres, wires or any such live materials in and outside the shops in Mayapuri. No person shall use any gas or electronic cutters in dismantling of heavy machineries like generators, tankers and transformers etc.

    "No person shall store any e-waste or other materials which are likely to generate radio activity and pose other hazards to life in particular and environment generally," the bench said and sought a report from the Delhi government regarding compliance of its order by next date of hearing on July 12.

    The bench also directed municipal corporation of Delhi to "take appropriate steps to ensure that such materials are not stored at public places like roads, open grounds, etc."

    The NGT also directed the ministry of environment and forests(MoEF), delhi development authority (DDA) and atomic energy regulatory commission to "install scanners in Mayapuri which will ensure that no material which has radio activity is permitted to be stored except in accordance with law".

    The Tribunal was hearing a plea, filed by one S C Jain, claiming that despite a radiation leak in April 2010, the authorities have been unable to present any effective steps taken to prevent such an incident from happening again.

    In the April 2010 incident, one person had died and seven other were injured after they were exposed to radiation when they cut open a Cobalt-60 irradiator at the scrap market.

    The NGT also directed that a team each from DDA, Delhi government, MCD and others shall regularly inspect, even at odd hours, the area to ensure that the tribunal's directions are being obeyed.

    The bench passed the direction after observing that burning of non-biodegradable wastes, sudden occurrence of radioactivity due to handling of radio-active materials, dismantling of heavy machines like transformers by electric or gas cutters and burning of oils is bound to cause cancer and other diseases, besides being injurious to the environment.

    "In order to prevent such serious injury being caused to the environment and to the human beings, it is necessary that the Tribunal should pass appropriate directions at this stage itself and ensure its implementation," it said.

    The tribunal also observed that scrap materials, waste metals, junk collected and traded in Mayapuri can contain radio activity which is very injurious and can adversely affect workers who are working without any protective gear and measures.

    The NGT noted while a panel appointed by it had visited Mayapuri and found that the radio activity was within the permissible limits and no other burning activity was seen at that time, the committee had also found that e-waste was lying stored and waste material and scrap were lying unauthorisedly outside the shops.

    The bench noted that according to the applicant, the inspection of the committee was known to everybody in Mayapuri beforehand and, therefore, the area was absolutely clean and burning incinerators were kept away from the panel's notice.

    It also took note of photographs, placed before it by Jain, showing dismantling and cutting of huge generator sets and transformers and collection of metallic wastes as well as burning of plastic material, tyres, tankers etc.

    Meanwhile, counsel appearing for MCD submitted that large number of traders involved in different commercial activities in Mayapuri did not have trading licenses or the civic agency's permission to carry on such activities.

    Pearl River Delta Regional Air Quality Monitoring Network results for 2012 announced today

    The Environmental Protection Department (EPD) of the Hong Kong Special Administrative Region Government and the Department of Environmental Protection of Guangdong Province (GDEPD) today (April 29) released a report on the 2012 monitoring results of the Pearl River Delta Regional Air Quality Monitoring Network (the Network). Since operation of the Network in 2006, the levels of various air pollutants in the Pearl River Delta (PRD) region have decreased significantly, reflecting the continuous improvement of regional air quality.

    The average annual concentrations of sulphur dioxide, nitrogen dioxide and respirable suspended particulates in the region had decreased by 62 per cent, 17 per cent and 24 per cent respectively in 2012, when compared with 2006 levels, and the number of days on which Regional Air Quality Index (RAQI) met Class 2 National Ambient Air Quality Standards (applicable to general residential areas) increased from 68 per cent to 84 per cent. The efforts of the two sides in implementing emission reduction measures have borne fruit.

    In addition, despite continuous economic growth in the PRD region in 2012, the average annual concentration levels of sulphur dioxide, nitrogen dioxide, respirable suspended particulates and ozone had also decreased by 25 per cent, 5 per cent, 13 per cent and 7 per cent respectively in 2012, when compared with 2011 levels. Apart from favourable meteorological conditions last year, the reductions are also attributed to the emission reduction measures implemented in the two places.

    Key emission reduction measures implemented in Hong Kong over the years include tightening of power plant emission caps, installing desulphurisation and denitrification systems at power plants, tightening of statutory specifications for vehicle fuels to Euro V standards, tightening of sulphur content limit in diesel for industrial and commercial uses, installing vapour recovery systems at all petrol filling stations, and restricting VOC content of consumer products. Last year, additional control measures were rolled out, including tightening of emission standards for newly registered vehicles to Euro V standards, continuing to promote the replacement of aging commercial diesel vehicles, and encouraging ocean-going vessels at berth to switch to low sulphur fuel.

    As for the PRD Economic Zone, key measures implemented include installing desulphurization systems at large-scale thermal power generating units and closing down small-scale units; phasing out heavily polluting cement plants as well as iron and steel plants; installing vapour recovery systems at petrol filling stations, oil depots and on tanker trucks; implementing new pollutant emission standards for boilers as well as cement, furniture manufacturing, printing, shoe-making and surface coating (automobile manufacturing) industries; and tightening of emission standards for newly registered petrol vehicles to National IV standards. Last year, further new measures were implemented, including requirement of low-NOx burners and denitrification systems at power plants and new dry-type cement kilns; enhancing the remediation of coal-fired boilers and progressively supplying petrol at National IV standard.

    The Network is one of the major achievements in environmental co-operation between the two sides. It comprises 16 automatic ambient monitoring stations in the region, 13 of which are in the PRD Economic Zone, i.e. Guangzhou, Shenzhen, Zhuhai, Foshan, Zhongshan, Huizhou, Dongguan, Jiangmen, Zhaoqing, Shunde, Huiyang, Panyu and Conghua, while the other three are in Tsuen Wan, Tung Chung and Tap Mun in Hong Kong. The Guangdong Provincial Environmental Monitoring Centre and EPD are respectively responsible for the co-ordination, management and operation of the monitoring stations of the two sides.

    The report covers the monitoring results of four major air pollutants (sulphur dioxide, nitrogen dioxide, ozone, and respirable suspended particulates) measured by the Network in 2012. The regional air quality trend since 2006 is shown in Annex, and the report is available on both theGDEPD's website and EPD's website.

    環保署鑑於國外針對粒狀污染物排放標準管制日趨嚴格,且國內近年因燃油價格高漲,不少業者改採價格較為便宜之燃煤作為燃料,造成區域環境負荷不斷增加,環保署修正加嚴「固定污染源空氣污染物排放標準」附表一所列粒狀污染物排放管道排放標準值,將可抑制小型燃煤鍋爐數量成長,並降低粒狀污染物排放量。 

            環保署表示,本次修正參考國外管制方式,將國內現行粒狀污染物濃度(mg/Nm3)為排氣量(Nm3/min)指數函數之複雜計算公式,簡化單一標準管制,並將粒狀污染物排放管道排放標準值,區分燃燒過程及燃燒以外過程,屬燃燒過程者,新污染源排放管道適用標準為50mg/Nm3;既存污染源及燃燒以外過程適用標準為100mg/Nm3,並調整修正施行日期,同時依行業別空氣污染物排放特性,明定含氧率校正方式規定,以符合實際空氣污染物排放情形。

    National Institute of Environmental Research (NIER) of the Ministry of Environment started the service of much improved ‘Clean Air Policy Modeling System (CAPMOS)’ to provide air quality modeling information, an essential input to establish and assess national air policies, to the public and enhance the credibility of the system.

    Air policy modeling is to predict the level of air pollution and deposition by entering the data of meteorological observation and air pollutant amount to system, taking air pollutant’s emission, response and diffusion into account. It is widely used to set up policies to reduce air pollutants and analyze the efficacy of policies and so forth.

    CAPMOS was built in April 2012 to offer guideline and baseline data of air quality modeling necessary for the establishment and assessment of air policies to the users. It went through maintenance and improvement throughout the year.

    Based on the accumulated study results, the data in four categories (air quality modeling guideline, meteorology, amount of emission and air quality) will be provided to the users after thorough reexamination of experts.

    The baseline data is needed to execute air quality modeling suggested by the guideline as well as to analyze and verify the study result. It can be downloaded at the website for CAPMOS. (http://capmos.nier.go.kr/)

    An official of NIER said that CAPMOS will contribute to improving the transparency and credibility of air policies by disclosing input data used in air quality modeling to the public. He also added that NIER will put utmost effort to implement policies that would win the trust of the public.\

    Almost a third of government vehicles will be kept off Shanghai's roads when the air is heavily polluted, and schools and kindergartens will close, the city's environmental protection bureau said yesterday.

    The bureau outlined emergency measures to be taken when pollution is heavy or severe, the top two levels in a six-tier scale.

    In the first three months of the year, only 59 days were not polluted, the bureau said, while the air quality in January was the worst since monitoring began.

    Ten of the days were deemed heavily polluted with the air quality index exceeding 201.

    The bureau said the rising number of polluted days was mainly due to the haze that covered most of the country in January and the fact that a new and stricter air quality evaluation system was in operation, which included PM2.5 for the first time.

    PM2.5 is the major focus of the emergency plan, while the authority will also include the control of ozone, the major pollutant on hot days.

    The average density of PM2.5 in the first three months was 73 micrograms per cubic meter. The nation's daily limit is 75 and the yearly limit 35.

    The emergency plan includes alerting the public, restricting production in highly polluting industries and reducing the number of vehicles on the roads when there is heavy pollution that is expected to persist for some time.

    The plan will be put into operation when the air quality index is between 201 and 300, indicating heavy pollution, for 18 hours and likely to continue.

    The public will be alerted through government microblogs, websites and local media. Schools will be told to stop outdoor activities.

    Power plants will be required to use high-quality coal that causes less pollution and industries such as petrochemicals will be ordered to cease production.

    Vehicles transporting construction materials and waste will be ordered off the roads, while construction which causes dust to fly must stop.

    When the index surpasses 300, indicating severe pollution, stricter measures will be adopted including a ban on all highly-polluting vehicles, a ban of fireworks and a 30 percent reduction in the use of government vehicles.

    If the pollution is extremely serious, the city government can order local schools and kindergartens to shut.

         The Environment Bureau unveiled "A Clean Air Plan for Hong Kong" today (March 28) to outline comprehensively and clearly the challenges Hong Kong is facing with regard to air quality as well as relevant policies, measures and plans to tackle the issue. Collaboration among various Government bureaux and departments and the concerted efforts of different sectors will all contribute to attaining the goal of cleaner air and a healthier living environment for the public.

         Chairing today's press conference on the Clean Air Plan, the Secretary for the Environment, Mr Wong Kam-sing, said, "This administration has accorded top priority to improving air quality among all the green policies. The air quality policies are premised on the protection of public health and the goal is to achieve the new Air Quality Objectives largely by 2020."

         The Clean Air Plan gives a detailed account of the air quality management system in Hong Kong, with measures to tackle air pollution covering land and sea transport, power plants and non-road mobile machinery. It also seeks to strengthen collaboration between Guangdong and Hong Kong to deal with regional pollution.

         "The effectiveness of various measures rides on inter-departmental efforts and community involvement, in particular, the transport sector, power companies and construction sector," said Mr Wong.

         "It is also highly essential to have public support. If every one of us chooses  environment-friendly transportation, and we step up efforts to save energy and green the environment, overall air quality will see improvements more quickly and effectively. The Government will continue to step up its efforts in education and publicity. We also appeal to everyone in Hong Kong to contribute to cleaning the air," he said.

         Mr Wong added that the Government has allocated substantial resources to improve air quality. To demonstrate the Government's determination, $10 billion has been set aside this year to support the early retirement of old diesel commercial vehicles.

         Also attending the press conference were the Secretary for Transport and Housing, Professor Anthony Cheung Bing-leung; the Permanent Secretary for Development (Works), Mr Wai Chi-sing; and the Under Secretary for Food and Health, Professor Sophia Chan. They all recognised the significance of improving air quality in Hong Kong and showed their support for "A Clean Air Plan for Hong Kong".

         Professor Cheung said that the Transport and Housing Bureau has been working closely with the Environment Bureau in carrying out a series of initiatives to improve air quality. These include vigorously pursuing bus route rationalisation, encouraging public transport operators to co-operate with the Environmental Protection Department in adopting various measures to enhance their environmental performance, and proposing measures to improve traffic distribution among the cross-harbour tunnels. The Administration will also continue to implement international standards on emissions from ocean-going vessels through local legislation. These measures help reduce the emissions from vehicles and vessels.

         Professor Chan said Hong Kong's air quality management (AQM) programme covers a series of regulatory activities and measures to control sources of pollution. The AQM process includes understanding different sources of pollution and the health effects of pollutants, as well as taking targeted measures to reduce or control pollution sources. The Department of Health will continue to pay attention to the latest scientific evidence on the health impact of air pollution, particularly the advice from the World Health Organization, and provide professional advice to relevant bureaux and departments from health and public hygiene perspectives.

         Mr Wai noted that the Development Bureau has been actively promoting greening as well as sustainable urban planning and building designs to improve air quality and enhance the urban environment. In line with the Clean Air Plan's aim of a gradual improvement in Hong Kong's air quality, the Bureau also wants to develop cycle track networks and will strive to reduce exhaust gas emissions from non-road mobile machinery during the implementation of public works projects.

    新聞圖片環保署表示,為篩選傳統工業區常見空氣污染物的適合樹種,該署特與學術研究機構合作,在石化及鋼鐵集中的工業區周界及主要幹道進行實地樹種現況普查,以健康指數篩選優勢樹種,並與實驗室之樹種淨化空氣污染物的實驗數據比對驗證,篩選出適合石化及鋼鐵工業區淨化空氣污染物的樹種。結果顯示,適合石化工業區的樹種有台灣櫸、黃連木、水黃皮、小葉欖仁、檸檬桉、小葉南洋杉、茄冬、檉柳、白水木及榕樹等;適合鋼鐵工業區的樹種有尾葉桉、檉柳、海棗、白水木、小葉南洋杉、榕樹等(附件1)。未來於工業區進行綠化植栽以及環境影響評估新開發行為時,該署建議業者於隔離綠帶以及綠化植栽可選擇這些適合的樹種,該署也會將相關資訊登錄於環保署網站,供民眾參考。 

    石化及鋼鐵工業是傳統的高污染高耗能產業,在製程中易產生空氣污染物,石化工業主要污染物為揮發性有機物氣體,鋼鐵工業主要污染依製程分成三大類:一般煉鋼廠以硫氧化物、氮氧化物、氟化氫、懸浮微粒為主,電弧爐廠與集塵灰廠主要為懸浮微粒及戴奧辛。環保署說,環保單位及產業界雖然致力於排放標準加嚴及污染物減量,但在排放於大氣中的空氣污染物,如能藉由植物最自然又節能的淨化特性,將可進一步達到淨化空氣與美化環境的目的。 

    環保署表示,針對現地樹木健康狀況,係依植株地上部有無病徵、落葉、黃化、褐化、萎凋及葉片褐化百分比,健康指數分0至5等級,等級愈高表示愈健康(附件2)。經由現場調查發現上述2類廠區之樹木健康指數為2至4等級,顯見仍有進行樹木補植或更換樹種的空間。其次,將現場篩選出的優勢樹種,與實驗室利用枝葉圍封箱、熏氣箱(附件3)量測數據交叉驗證,結果顯示,若以空氣污染物種類來考量適合種植的樹種,二氧化硫濃度較高之場所,建議選用小葉南洋杉、木麻黃、台灣櫸、海棗及檉柳等;淨化氮氧化物的建議樹種為檉柳、台灣櫸、黃連木、木麻黃及檸檬桉等;淨化乙烯建議選用台灣櫸、黃連木、茄冬及小葉欖仁;淨化甲苯可選用水黃皮、海棗、木麻黃、黃連木及茄冬;淨化臭氧可選用黃連木、白水木、檉柳、欖仁及榕樹等;而淨化氟化氫則可選用小葉欖仁、榕樹、檉柳及台灣櫸等(附件4)。 

    環保署表示,上述建議樹種係依植物淨化空氣污染物能力為主,未來執行植樹相關單位,可以綜合考量栽植地環境現況,並結合生態及生物多樣性等因素,以使植樹達到最大效益。植樹是一項無悔的政策,該署未來將持續進行相關調查研究,建立更完整之資料庫,並加強推動不同污染源,需慎選適合的樹種,減碳與淨化空氣的效果將會更好,讓我們共同為環境盡一分心力。

    Joint prevention and control of air pollution for better regional air quality has been researched, discussed and explored for years in China. The start points were regional air management collaboration in Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta for mega-events which have made remarkable achievements in better air quality. Meanwhile, all the regions and city clusters are still facing huge challenges and obstacles on how to keep the collaboration sustainable, regular and conventional under certain mechanism, especially to tackle the regional haze.
    This workshop aims to explore effective approaches and solutions to the regional air quality challenges in the context of the newly issued 12th Five-Year Plan for Regional Air Pollution Control. The workshop will focus on how to identify the priority areas, feasible approaches and what are the next steps for each key region and city cluster, based on the international experiences as well as domestic practices, including long term mechanism, medium term prevention, and urgent air pollution response.
    On the basis of regional projects in YRD and PRD, the 9th workshop is jointly held by Clean Air Asia and Foreign Economic Cooperation Office of Ministry of Environmental Protection. The expected participants are officials from MEP, International and Chinese AQM experts, Provincial EPDs and City EPBs.

    Shanghai is likely to become the first city nationwide to pilot PM2.5 forecasts in 2013, as national legislators submitted proposals to address thorny environmental issues.

    "We will try to report PM2.5 data one day in advance by the end of this year. The date will eventually be lengthened to two days," said Zhang Quan, an NPC deputy and director of the Shanghai Environmental Protection Bureau.

    He suggested that "ecological civilization" be written into the Constitution so environmental issues will be legally defined as a national priority.

    PM2.5, or hazardous particulate matter of 2.5 micrometers in diameter or less that can penetrate the lungs, are closely linked to a number of significant health effects.

    Environmental agencies currently report the air pollution figure in the latter half of the day. But delayed reports fail to send an early warning to alert sensitive populations, including people with heart or lung disease, children and older adults, said Zhang.

    As a result, Shanghai is committed to revamping the monitoring system so that pollutants can be announced before people leave their houses, he said.

    Zhang revealed that part of the efforts include introducing measurement equipment for PM1.0, which is an even stricter gauge to track air quality. But such facilities would gather information only for scientific research at this stage, rather than for public release.

    On March 1, the city's air quality index reporting system was upgraded to provide real-time information to the public.

    Under the new system, should a sudden air quality change occur, an immediate and specific description will be provided to the public via the website of the Shanghai Environmental Monitoring Center, the micro blog of the Shanghai Environmental Protection Bureau as well as applications installed on mobile devices.

    The new round of the environment protection plan in Shanghai emphasizes the promotion of a circular economy and a low-carbon economy, with automobile emission control being the first priority, he added.
    Apart from such endeavors, Zhang also called for the amendment to the Law on the Prevention and Control of Atmospheric Pollution, which lacks guidance on regional efforts to combat air pollution.
    He proposed setting up a regional coordination mechanism to tackle the issue under the leadership of the State Council. A management committee would be co-established by the National Development and Reform Commission, the Ministry of Environmental Protection, the Ministry of Industry and Information Technology, as well as provincial and municipal governments.

    Zhang suggests the committee map out the macro policies while cross-regional organs draft specific plans to address emergency air pollution issues.

    "For instance, even if each single plant has met the anti-pollution standard, overall pollution may still be shocking if 100 similar plants are set up in the same region at the same time," he said.

    Zhu Zhiwen, Party chief of Fudan University and a lawmaker from Shanghai, also believed the amendment will be a reasonable and necessary step to consolidate environmental protection measures on a national scale.

    "The law was last updated in 2000. Major pollution events in recent years have severely compounded the situation, which propelled us to seek stricter standards to monitor the pollutants," he said.

    A region can never enjoy superior air quality if there is lack of coordination nationwide, said Feng Jun, another deputy and general manager of Shanghai Municipal Electric Power Co.

    Study: Where Air Pollution Is Bad, Heart Attacks Are More Deadly

    Tiny particles introduced into the atmosphere by human activity appear to hinder our recovery after heart attacks by as much as 20 percent.
    Patients released from the hospital following a heart attack are more likely to die over the following years if they go home to an area with higher levels of air pollution, according to a new study in the European Heart Journal.
    By air pollution, the study refers specifically to particulate matter that's 2.5 micrometers in diameter (PM2.5). No significant results were found for larger particles or for the presence of nitrogen oxide in the air. But reducing the concentration of PM2.5 to a baseline level, absent human contributions, could reduce post-heart attack mortality by 12 percent, according to the authors.
    To arrive at this data, they followed over 150,000 patients in England and Wales, cross-referencing their health records with average air pollution levels for their postcode (that's British for zipcode). At the study's end, a quarter had passed away; the researchers estimate that 4,783 of those deaths occurred prematurely and can be attribtued to the influence of air pollution.

    By looking at postcodes, they hoped to get a clearer picture of how the area in which the patients live might be affecting their cardiovascular health. (Although they didn't look at the specific cause of death for patients who passed away within the follow-up period, the majority were assumed to be heart-related, as air pollution has previously been shown to negatively affect cardiovascular health.)
    What's interesting about their focus on the patient's location, though, is that one of the aims of the study was to evaluate whether air pollution might be contributing to the socioeconomic disparities seen in mortality following heart attacks: Multiple studies have established that patients with lower income and less education are more likely to die following a heart attack. The same has been established for people living in poorer communities, which are also known to suffer disproportionately from poor air quality.
    But after accounting for factors like smoking and diabetes, the researchers found little support for air pollution's ability to explain the steady decline of recovery rates with lowered socioeconomic status. Something else, yet to be fully understood, must be behind that association; air pollution is more of an equal opportunity health risk.
    So how to reduce exposure, and thus at least this known risk? In the U.S., according to the EPA , major sources of PM2.5 include traffic, wood burned in stoves and fireplaces, field and forest burning, and, to a lesser extent, industrial production. Absent man's influence, its concentration in the air would stand at about 4 µg/m3; in this study, mean concentrations ranged from 8 to 14. Federal standards in the U.S. were officially updated last month to limit the PM2.5 concentration in the air to 12 µg/m3, and most of the country is believed to have already met this goal. That's not terrible news, because the authors estimate that for every 10 µg/m3 of increased PM2.5 pollution, the risk of death following a heart attack increases by 20 percent. Then again, 16 percent increased mortality isn't the most inspiring of minimum standards.

    Freight transport has severe negative impacts on the local air quality in many Asian cities, and contributes significantly to greenhouse gas emissions. To avoid such undesired effects and at the same time to foster economic development by assuring an efficient supply of urban agglomerations with the wide range of required goods, local and national governments in Asia need to take action now.
    The joint GIZ - Clean Air Asia publication "Sustainable Urban Freight in Asia" provides an overview on the current situation with regard to urban freight in Asia and outlines possible measures to be taken. It is based in part on SUTP's Module 1g Urban Freight in Developing Cities.

    Thick smog and haze shrouded large areas of China on Tuesday for the fourth time this month, again provoking heated discussions over government measures that seem ineffective.

    But tackling air pollution requires input from individuals as well as officials, experts say, though an environmental NGO points the finger at the economic structure.

    The air pollution covered an area of 1.3 million sq km in central and eastern areas on Tuesday, including Beijing and Hebei, Shandong, Shanxi and Jiangsu provinces, according to the Satellite Environment Center of the Environmental Protection Ministry.

    In a recent survey of 7,000 people from 31 provinces, conducted by China Youth Daily, more than 90 percent of respondents believed that air pollution had a major effect on their lives.

    About 85 percent of respondents expected emergency plans to be initiated by the government but only about half felt that they could take measures themselves to improve air quality.

    Xiao Yan believes that individuals can play a role in combating pollution. The 30-year-old lawyer in Beijing uses public transportation when going out, instead of driving or taking a taxi.

    She said she learned about how much individuals can tackle sources of PM2.5 — particulate matter smaller than 2.5 microns in diameter that can enter the lungs and bloodstream — through using buses and trains on an NGO's website.

    "Vehicle emissions are not much less than those from industry," Xiao said. "Using public transportation may be inconvenient, but it is worth it."

    But her low-carbon lifestyle is not appreciated by her colleagues and friends. Some even mock her.

    "Everyone is responsible for creating air pollution. No one will act if we all just place our hopes in others," said Du Shaozhong, director of the China Beijing Environment Exchange.

    He said when it comes to policies, such as vehicle controls, there is always resistance from the public because no one wants to give up their rights.

    Vehicle emissions have replaced industrial pollution as the biggest contributor to airborne pollution in major Chinese cities, according to research by Zhuang Guoshun, a professor at Fudan University's Atmospheric Chemistry Research Center.

    Wu Xiaoqing, vice-minister of the Environmental Protection Ministry, has also emphasized the growing importance of pollution from vehicles.

    But in a recent online survey conducted by China Auto Market Magazine, more than 60 percent of the 4,000 participants did not agree with the policy to charge congestion fees.

    "For car owners who still drive into the city center on heavily polluted days, a congestion fee or pollution fee should be charged," said Chai Fahe, deputy head of the Chinese Research Academy of Environmental Sciences.

    Chai said the current sources of air pollution, especially in cities like Beijing, are closely related to the activities of the general public.

    Driving less and reducing central heating are two areas highlighted by Chai.

    He said Beijing, in particular, has huge energy-saving potential. Reducing indoor temperatures, even by a fraction, will make a huge difference.

    "Everyone wants the temperature to be comfortable so they can wear shirts at home, but it is a huge waste of energy."

    Zhou Rong, project manager on climate and energy studies at Greenpeace, an environmental NGO, argues that the main cause of air pollution lies elsewhere.

    "I agree that people should not drive and then complain about the bad air, but the major problem is still in the structure of the economy and energy consumption, which cannot be changed by ordinary people," she said.

    Zhou said raising public awareness to lead a low-carbon life may guarantee a promising future, but it won't solve matters now.

    The hazy weather will soon go, according to Ma Xuekuan, chief weather forecaster of National Meteorological Center.

    "Cold air will bring snow and rain to these areas from Thursday night, which will disperse the haze quickly," he said. "But until then, hazy weather will continue and even deteriorate in some places.''

    Road transport was also affected on Monday, the third day of the 40-day peak travel season. A number of expressways were closed temporarily in eight provinces and municipalities, according to Ministry of Transport on Tuesday.

    Sixty flights at Beijing Capital International Airport had been cancelled by Tuesday evening, including 14 international flights, as visibility was reduced to less than 200 meters.
